If at all possible, take Osgood. He is very funny and makes all of his lectures interesting. He provides good activities for the students and loves to engage the class in very interesting discussion. His grading is easy and VERY fair.

Professor Osgood was in my top 2 favorite teachers. He's just a little awkward at times, yet easygoing.
As for tests, he does offers a replacement final. So instead of taking the normal final he provides you with the opportunity to write a research paper and present it to some Kentucky Political Science organization (looks pretty good on your grad school resume). You can even work with a partner. His tests were all take home essay style. Our class average on the first test was a 94%. Tells you he's an easy grader. At the same time, he'll expect more out of you on the next essay.
You don't need to worry too much about notes because much of the class is discussion based. Everyone gets their voice. This is where he gets a little awkward, especially in regards to handling "problem students". (By problem students, I mean people who continually seek the spotlight and argue for the sake of arguing.) But overall, the discussions are insightful and current event based.
I recommend Professor Osgood. He's amazing.
